The Chartered Quality Institute (CQI) (previously the IQA) is the source for quality information and advice. The CQI runs training courses on a range of topics and skills and accredits courses for its nationally recognised Certificate and Diploma. The American Society for Quality (ASQ) is a good starting point for US browsing, as is the American Productivity and Quality Centre. Try Vanguard Consulting if you're interested in John Seddon's views.
